《联合国气候变化框架公约》( unfccc )是1992年5月在纽约联合国总部通过的、1992年6月在巴西里约热内卢召开的世界各国政府首脑参加的联合国环境快速发展会议期间开放签署的国际公约。 1994年3月21日，该条约生效。

本条约第二条规定:“本条约及缔约方会议可能通过的相关法律文书的最终目的是根据本条约的各项规定，将大气中温室气体的浓度稳定在防止气候系统受到危险的人为干扰的水平上。 这个水平必须在足够的时间范围内实现生态联系自然适应气候变化，保护粮食生产不受威胁，使经济快速发展成为可持续发展。 ”。
